Any sort of harassment gets tiring after a while - whether it is touching or someone constantly interrupting you. There may be no long term consequences at all, but that doesn't mean that the victim doesn't want it to stop - and seriously want it to stop - because it is very bothersome while it continues.
The current orthodoxy is that once it involves a sexual component it will have lifelong negative consequences, but there is a dearth of evidence for this. I had some harassment from an older sibling in my youth - serious harassment, but not sexual - and I simply wanted it to stop. I didn't want revenge, I didn't want anyone thrown in jail - I just wanted it to stop. While I cannot speak for this girl, it is quite possible that this was her attitude as well, and everything else is liable to be projection.
