Agreed. I had a (non-sexual) experience like this when I was a child, with an older sibling. This sibling had no sense of proportion, and what was once enjoyable in small doses (tickling) became a serious problem that no one took seriously. It only ended when I became large enough to stop it myself.

And at the time, I just wanted it to stop. I didn't want my family broken apart, I didn't care about revenge, I didn't want to be treated as a constant victim - I just wanted it to stop. While I can't speak for this girl, I suspect she might feel much the same way.
