I could even argue in favor of punishment for both of them, if it was proportional to the abuse and tailored to prevent a repeat of that abuse.

This could involve a short jail sentence or community service. I would avoid a fine because - like sanctions - that would end up hurting the girls further.

Of course, depending on the people involved, it might be that all it would take would be a little counseling or a class to help them understand why the girls didn't like being manhandled. You'd be surprised how many mostly nice people just don't understand why something they like would be unliked by someone else.

What it should not include would be registration on a sex offender hit list.
