Exactly - context.

A teacher inherently has power over the pupil. A teacher in a boarding school has a power more akin to that of an in-house older relative than to that of a teacher in a school only attended for half the day. Because of this context, he certainly deserves some form of punishment.

At that, I don't think he got a bad deal. 16m is not too long, the ban on working with children is fair given the offence, and the British registry is not public. It isn't the first time that I read about a British sentence being surprisingly moderate compared to the societal attitude, either. I can live with a sentence like this.
