Because of the position of authority, we cannot know. (On top of the status of minority which makes it impossible to know anyway - what I mean is that the position of authority makes it impossible even had the minority status not existed)

No, just because he was in a position of power does not mean he deserves punishment.

Yes, he does. This is an abuse of power by itself; worse because of the boarding school character (as opposed to other school arrangements); worse because of minority. (Of course, sex is not the only way there is abuse of power - you'd be right to point out that it's hypocritical to single it out)
