Well, as I said, it is hypocritical to single out sex as "the" inappropriate activity.
Sex is special in that it is desirable enough for people to use their position of authority to extract it from others; something that would be far more debatable with most other activities. Now, that said, I do not think it should be punished harder than, for instance, a teacher that extorts money for grades directly or to overlook instances of cheating. I think that is worse given it not just profits from the position of authority but actively encourages dishonesty from the pupils - something which sex, even non-consensual sex, doesn't do. Of course, again, this assumes that money is desirable enough to use authority to extract it. Any other example? In any case, it should be dealt with closer to abuse of authority than to rape among strangers.
