So, people either seek power to obtain sex, or abuse power they got to obtain sex.

It is a form of insider trading - using advantages inherent in the position for personal profit. Same as insider trading, it does not even have to assume that the partners are necessarily not consenting or being realistically hurt. It still is a source of corruption.

It's probably even worse with police officers than politicians; politicians, generally speaking (even taking into account cultural differences by which French "flirting" is American "harassment" and Italian "parties" are Anglo-Saxon "orgies") do not seek to rape (do not need to... ?) but police officers quite often take liberties not granted, under direct threats of fines and arrests.

So there might be some virtue to chastity vows for authorities - both in preventing the abuse that there is, and in filtering out those who seek the power precisely because of the possibilities of abuse.
