Not yet, yes. If you kill the enemy with nukes you also kill yourself. Attack an antipedophile in the street and see what happens to you. The simple instinct of self-preservation prevents any sensible or selfish person from starting the nuclear war.

But the nuclear weapons exist and I am sure that some day they are used too.
