People can give two shits about laws, but they can also be charged when breaking them.
How does such things promote humane care and respect for animals to children, simple they don't.
But this refers to the massification of rodeo. Rodeo is made from skills which are useful and which are done everyday in the farm. That it has developed to a point where there is unnecessary mistreatment comes from trying to make it more of a show than a practice of skills.
Of course, this is also why it is a largely regional affair. Rodeo is popular where there are farms with horses and bovines all around. Where there aren't, it's alien. But where there are, it's the skills that everyone has to learn to work, only taken to a competitive level.
And I would say they promote respect for their strength and awareness of the dangers they can pose. I do not put rodeo in the league of Spanish bullfighting, cock and dog fights, or poaching for horns, claws or teeth, which I don't think have any redeeming value whatsoever.
