Pedophile pardons in Camobdia?

What do you guys think - is this a case of leniency or a payoff?

That Russian guy is an investor of resorts, which means he has the dollars to bail himself out. Yet I can't help but think if Cambodia itself is just more lenient towards us, especially since it's the "child sex" capital of the world.

You guys help me out here, because I don't want to support children getting deliberately sexually abused all for big dollars. I support capitalism, but I have my limits.
