Of course the real point is that the army rejects and sometimes prosecutes those who choose their own targets. The deranged psychopath makes a lousy guy to send out on a mission regardless of the mission.

Nope, you have to subsume your own goals.

The rationale which allows "collateral damage" has to belong to the military itself as well as to the society which supports it.

And as LGsinmyheart pointed out, pathological cultures take out far more than idiosyncratic psychopaths.
