There's so many ways to look at these things.

But I'm gonna say it's good, because it will further frustrate poor peoples to the point of perhaps revolting against what we all would agree is a corrupt government. It's a step in the direction of hastening the inevitable. Too bad, though, that when the inevitable starts, the revolters will likely already conveniently have themselves a parasitical exploitative leader.
