There's a guy at DU (with a triple doctorate in economics, by the way) who suggested exactly that. Well, sort of. He said that the gov't should send everyone a check for a certain amount. Those who make a lot of money will pay theirs back in taxes anyway; everyone else will get to keep theirs. I think that idea could work.
