Not always.

What about, eg, the Nazis? From rank and file Nazis all the way to the top of the hierarchy, we do not find lack of empathy and concern for others - at least for some kinds of others. Yet the selfishness behind many of their acts bit them back, in both predictable and unpredictable ways.
