It does seem similar to H2O: Just Add Water. And I wonder if this tribute would've been created if the Australian series were available in Region 1 as more than a partial SSN1 Vol.1 ( and on DVD-R no less. )

The age difference between the 3 Tails girls and the ones on H2O reinforces what I've been saying about networks "selling teens to tweens;"
