It depends on what type of sexual activity you are talking about. Light rubbing and licking can be pleasurable at any age. There is a certain group of people in Asia where the mothers lick the genitals of their infants and toddlers to calm them down.

Penetration is trickier. I don't want to go into detail because I think I will be bending the rules. Nothing illegal but it might become too descriptive.

Let me just say that if it does not cause discomfort or pain then it should be legal. As long as the child is okay with it.

Tricking or forcing or blackmailing someone into sexual interaction is illegal in all cases, child or adult.
