12yo in case of a full sexual relationship, but don't expect me to give you a proper reason.
This used to be the AoC (albeit under certain conditions) in my country when I grew up and it still feels right to me.

My 13yo daughter is perfectly capable to find the right partner for her, don't think she was capable to do this at the age of 10.

Markaba has a very good point though and I agree his method to determine if a child is capable to engage in a consensual relationship is more accurate.
