As far as readiness goes, every girl will be ready at different ages; and I think some women over 18 might not really be ready, at that. OTOH, I knew some (then) 8 year-olds who I think were ready for everything, intercourse included, though I did not try; and those are the youngest I have considered ready.
As far as consent goes, anyone who is sober and awake can give or deny it, by action; at normal development rates 2 year olds can give it by words.
Now, I agree that consent ≠ readiness. I just don't know of a fair way to model this legally. I accept as compromise the old law of Latin Catholic countries: below an unqualified age of sexual majority, the right to press charges in case of prima facie consensual sex lies on parents, not state; though state still prosecutes actual rape. Forms of this still exist in some LatAm jurisdictions, but are in decline in favor of the more fixed AOC. Of course, though I do accept it as an acceptable compromise, it is also obvious that it is rife with risk of abuse of this power by parents, just as much as the fixed AOC is abused by the state.
