I agree it depends on the child.

The problem with the testing regime is simply that it is unwieldy. It does not reflect how child naturally learn, and does not fit well with how children naturally learn and mature.

All that said, I think our society overestimates the seriousness of this issue. As long as the child feels they have consented and reasonable precautions are taken to prevent disease and physical harm, the benefits (including benefits to children) will far exceed the chances of harm.

That said, I'm not entirely opposed to some restrictions. For example, I would not be opposed to laws restricting penetration to children 10 years of age and older. However, there is also another issue: that the penalties are wildly excessive. If someone should slip and end up in bed with an eager 9 year old who later regrets it after being indoctrinated at church, that should not be able to result in life in prison.

Mostly, I'd welcome a little bit of good sense regarding these issues.
