If her problem is really only about who she is friending:

1) Sign up with a mail account on mom's name, not daughter's ( mom@mail, not daughter@mail ), so that notifications by mail, which include friend requests, arrive to her.

2) Let mom put the password, so daughter can only access through mom's fingers; or if daughter is allowed to know the password, don't let her change it. Also, let mom access the account too, and if in doubt, impersonate daughter in interactions with the people about whom she has doubts.

Obviously, this does not require any level of technical expertize above the level already needed to join Facebook, or any new program to install or learn.

--- Also, if friending is the issue, while not a security measure per se, she could put a celeb pic [eg, a pic of Justin Bieber] as profile pic. Though in theory against Facebook's TOS, I've never seen it enforced; and it is common-ish among minors for simple fandom reasons. It provides a layer of security because people who don't know her from RL will not know what she looks like (esp. if she is attractive). Many will even assume that they put the celeb pic because they're ugly (which I know is a baseless assumption, as girls of all looks do it, but it is, however, a common assumption). In any case, a girl with a celeb pic will get less random attention than a girl with her real pic (or a pic that looks like it).


I agree with qtns that there are many methods to screen a child's use of socnets; and that a parent that hasn't found one that adapts to their concerns hasn't done their homework. Some are frankly creepier than the behavior they are trying to prevent - and I think this one qualifies as creepy. But though I don't really approve of a parent doing this; if this is the price they set for allowing them access, I think it still probably beats the alternative.
