It is a different kind of forced conformity, because it is more resilient to fashion fads, cheaper on the families, and a thing of everyday instead of just the days the school decides arbitrarily (like here). And a fair uniform policy should allow for some variation that allows personal difference, within limits that keep a uniform worthy of the name; accessories, for instance.
And no, if you wanted to codify my fetishes, you'd need to also introduce mandatory smoking, mandatory pregnancy as soon as each girl reaches fertility, sexting assignments in computer classes, and mandatory wetting every single day, upon time to leave (Australian style, only they don't do it everyday in Australia).
