As Dissident phrased it:

Does the Dutch government take children away from parents who have not committed any crime? yes or no?

Does the Dutch government have or endorse/outsource facilities where minors who have not committed any crime, are kept against their will? yes or no?

If the answer to both these questions is a Yes, then her story is plausible. Period.

Plausible. Not necessarily true in her specific case; but close enough to be worrying anyway.
