I think when a father tries to use his daughter as a substitute for a full on sexual partner that is where things get fucked up. Sex play and trying to have a full on relationship are different.

There are many examples of parents sexually stimulating children in different societies and cultures. Studies of The Westermarck effect seem to look at marriage.

Sexual interaction can be fun and enjoyable and can happen without attraction. That depends on societies attitudes.
