This information is outdated, the present system is TBS and only used for adults. It's meant for criminals with mental health issues.
In case of minors it is called PIJ.

It can only be applied after an independent investigation of psychiatrists AND a court order.
Child welfare has no authority whatsoever to take such measurements and therefore her claim seems highly unlikely to me.
