This is impractical. The amount of tragic in America is too high for this to be feasible even for the largest service providers. That said, other countries have experimented with similar laws to varying degrees, so clearly there are precedents from whence to learn.

Of course, as pointed out, it is easy to circumvent this type of surveillance without a high level of expertize. It is also possibly unconstitutional (i say possibly because I can make an argument that it is not, so surely more legally trained minds than mine can do it too), invalidating it.

But yeah, Lamar Smith is the best argument FOR the NDAA that I have ever found. I would keep Guantanamo open and waterboarding legal just for him.
