I have a dozen of things I want to reply here, but won't. You have been a hedgehog lately, and I am afraid you might interpret them wrongly.

But I will say two things, directly responding to your post and not to the story. First, that, imho, it would really have been better of he had killed them; their suffering over and he gets the death row (I know, of course, as we have discussed it, that you and I don't share the same opinions about dying). Second, that precisely because of your own explanation - that Social Service is made of individuals with personal interests that don't match the children's; is that they are never going to work, whether by omission, by overzeal or by other kind of mistake. Worsened by their complete lack of accountability.

Also:

This is the little secret why they were never put through the system. They didn't disappear from school; they didn't refuse a vaccination, didn't have a back alley abortion or a birth at home; they didn't appear in kiddie pronz; they didn't take drugs nor did the adults got involved in a drug investigation... they were normal!! The system is designed to assume that abnormal and abuse are, if not identical, at least correlated enough that finding P grants checking for Q; and that not finding P does not. Like... duh!

(And by the way, it might be a reasonable assumption in many cases - what I question is how it's universalized until it's useless. Like here)
