Violent crimes against persons (and rape is one, when the definition is not stretched) do not have a measurable monetary value. It is always a juridical fiction to assign monetary values to them.
But property crime and fraud most certainly have a monetary value that is possible to calculate and that directly restitutes the victim.
Admittedly, kratt's question is overly broad.
