There wouldn't be so many older kids in line for adoption if it was easier to adopt them younger before they age within the system. Essentially, the kids who become too old to be adoptable are there because their turn never came up when facing the artificially lowered demand back when they were young enough. Of course, there are exceptions in kids who need a new family later, but they aren't that many, and if the demand for younger children was met, they too would have a better chance at adoption themselves.
