"Yes, they should have less restrictions on adoption, but if someone wants to adopt a child from foster care that's schoolage they would be able to get a child without needing to pay nearly as much as they do for international adoption or private adoption, because frankly most people don't want to adopt older kids who might be 'damaged'."

You do have a point, though there is also the problem of having to deal with the system. I personally go to great lengths to avoid bureaucrats.
