What defines "bestiality"?

A man licking the privates of nude prepubescent girl is Level 3 (nonpenetrative sexual assault).

A dog playing with a prepubescent girl on a beach or in water, with neither of them wearing any clothes would be Level 1 (simple nudity).

A dog licking the face of a nude prepubescent girl - which dogs commonly initiate and children and adults commonly tolerate - would be level 1.

Would a dog also initiate licking of other parts of a girl? And would it be rare for the girl to not mind?
