I would guess a girl who is already conditioned to think of sex (or of her genitalia) as dirty and shameful, will reject the dog's advances. For the rest, I think the majority will at least be curious enough to allow the dog to do his thing, and many among those will like it enough to allow it on a more regular basis, maybe even initiate it.

But like the whole idea of the scale itself; it's designed to measure a social response, not any realistic concept of consent or of harm. I can think of low level materials being produced through force and harm; and I can think of interspecies sex and (fake) BDSM happening in a consensual and harmless setting at times.
