Puh-lease. If "mandatory schooling" is going to include education mandated by a child's parents, then it dates back to at least the paleolithic, and probably to our pre-human ancestors. Why mince around and say "the 1700s"?

Because the issue being discussed was education in America. Schools existed here before the 1700s but were much rarer. The 1700s was when education really became a phenomenon in America.
