They know that sex is an issue which turns the mainstream even more against youth rights than other issues already do.
That's why they take an officially agnostic line about the AOC and sexual rights.
I think the official position that minors will never want to have sex anyway is a reasonable compromise - minimizes the divisive issue so other issues are tackled, but clearly leaves the door open for when those other issues have been won.
