I would say that this qualifies as an abuse of his teaching position from the p.o.v. of the school, and would agree that it is child abuse. He certainly deserves to be fired and, for once I agree, not work with children again. But all along the lines of child abuse, same as beating or negligence would have been.
I see absolutely nothing sexual in it.
