Or maybe the internet hasn't reached there yet. Wisconsin is way, way too far away from California and New York. Maybe they haven't yet lay cables all the way to there.
The point being not to read too much into what it says. Florida has a very detailed disclaimer, yet it is widely considered (by us, at least) the worst state of the Union to be a pedophile OR a RSO. Remember, too, that Britain, despite being worse than America in most respects, like Wisconsin, lacks a public database.
