If it is anything like the already existing (since XP in some form or another) family control packages, it will be easy (though not trivial) to bypass.

What Microsoft is doing is trying to outcompete the providers of real snooping programs for parents, which are paid-for proprietary software and which are hard (though again, not really impossible) to bypass; and which do not only not give Microsoft any revenue, but reduce its revenue by (a) reducing Windows functionalities, (b) limiting the usefulness of IM (including MSN) and socnets (including Facebook where MS has a stake), (c) limiting the gaming and online gaming functions (which are a large source of revenue for MS through Xbox Live).

It is not trying to create a Big Brother for kids (although it sure wants to market it that way both to police state parents and to governments) as much as trying to sink the competitors who are creating Big Brothers who dent their revenue.
