And yet history has shown that they do, over and over again, even in Africa (mostly).

Looking at the link that Markaba gave to the Wikipedia article on Violence, I found a map showing where violence is concentrated. The chief regions, with the highest violence, all had one thing in common - and the regions where those involved are the majority had the highest rates of violence - but we should also not forget that even for these groups the rates of violence are pretty low. If we only compare the murder rate of two countries, and find that one has 1 per 100,000 and the other has 2 per 100,000, we note that the latter nation has a murder rate twice as high. If we look at it from the other perspective, however, we can quickly see that the rate of 999,998 not murdered is not that different from 999,999 not murdered.
