Both true and false. "Redneck" does not necessarily imply race, but a good case can be made that "rednecks" are primarily Scots-Irish (also called Ulster Scots) who descended from the Borderers who lived between England and Scotland.

Situated in an area subjected to constant conflict, these ancestors of rednecks evolved (certainly culturally, and likely biologically) in several ways, most notably to being given to action rather than to study, because quick action is more likely to save one's skin in a pinch than understanding the whys and wherefores of what is happening. There are other, similar cultures around the world, though in Europe I can only note the Balkans. Since Rednecks come from a Celtic culture, they have also adopted the Celtic tradition of welcoming outsiders who adhere to their way of life - which is the chief reason why Rednecks might be said to not be a race.

Unfortunately, while this tendency towards action can be very helpful in times of trouble, it can be quite troublesome in times of peace - and even in times of war it can be self-defeating. However, combine these tendencies with good and thoughtful leadership and the result has historically been some of the finest fighting forces in the world. It might also be noteworthy that South America attracted immigrants from most of the same places in Europe as North America did - but the Scots-Irish came almost exclusively to North America. I sometimes wonder if that rashness and willingness to fight against unreasonable odds might explain the relative success of the United States and Canada.

In any case, your understanding of redneck culture is entirely lacking. Most stereotypes have some basis in reality, and I have certainly met a few cringe-inducing rednecks who match the stereotype, but by and large rednecks are hard-working, responsible, neighborly, and compassionate people - just like most other people around the world.
