The original AoC laws were rarely applied to boys, but were partially designed to keep girls chaste until they reached what was considered sexual maturity. But they weren't often applied in the absolutist fashion they are today, but often depending on many factors. The idea of inherent emotional harm coming to children from even consensual sexual activity that is so prevalent in today's cultural ideology wasn't seen as a major "issue" back then, and the idea of general childhood innocence was just beginning to gain ground during the Victorian era.
