To protect the workforce

The first AOC laws I know of (and I think the first in the world) came about because the boys (around 10-11yo) who worked in the coal mines were going to visit prostitutes for sex to relax after work and were catching venereal diseases from them, making them unable to work.

The ruling classes were alarmed only because there was a shortage of healthy young boys to work in the mines, so on the pretext of "protecting children", they enacted the first AOC laws to try to prevent their workforce from vanishing.

And it snowballed from there.

Of course, the issue of children catching venereal diseases is a different matter.
