This is the kind of thing I would think CPS should be involved in.
On the other hand, they rarely seem to accede to the wishes of the child "I don't want to live with my grandparents, I want to live with my dad".
I believe they have a strong prejudice against males.
Maybe you could somehow get to know the mom, and that way get involved in the little girl's life - you could help, and make a difference, anything else is just shooting in the dark, so to speak.
