I have witnessed similar physical abuse of a LG by a mom and had to step in. I approached the mom, told her I saw what she did and that I felt like reporting her. She said something like, "the little b did so and so". I said it doesn't matter what she did, you cannot hit her like that and I'm calling the cops. She apologized to me and the child and asked me to please not call the cops. And I didn't.

I support stepping in.
