As for the animelover, does he already have all of Hayao Miyazaki's anime? Disney has done a great job with the releases of his Studio Ghibli films. I think that ⛓️‍💥[Removed] would be ideal at that age.

As for Manga; I'm afraid I haven't really been keeping up with what's current. And when I do, its usually something either "too adult" ( by society's standards ) or too obscure; like the recently translated ⛓️‍💥[Removed] ( which touched off the whole Japanese girls' comics subgenre of Bishonen Ai [ beautiful-boy-romance. { Not what most 13yr old boys want to read.} ] ) But then again, Manga didn't even exist in translation when I was his age.
