I'd say that depends on a looooot of circumstances. If My Twin or the Cousin tried it, I wouldn't stop it. But if the first grader tried it... well, I probably wouldn't stop her either, at least not always, but I would probably stop most first graders.

Part of it is age, but more than age, it's a certain awareness of circumstance. The Twin and the Cousin would kiss me knowingly as part of a relationship between us. The first grader probably wouldn't, so I would at least have to be very aware and very agreeing to what she is seeking by that kiss.

But yes, I can see times when it's better to kiss.
