Foster was convicted of raping an adult: (from chapter 2)

“I know you were sexually involved with Melissa. I know that Janet, her mother, charged you with raping her, not Melissa. I am pretty sure I know why, too.” Hill paused.”Don’t worry, Robert. You can’t be charged with molesting Melissa."

This is why he was in prison, just getting out in chapter 1. Melissa was a little girl he was sexually involved with; Janet was her mother. Janet did not want to drag Melissa into court to testify so, rather than charging him with involvement with Melissa, she claimed she was raped by Foster, herself. Hill, Foster's parole officer, knew that he was really involved with Melissa and not Janet. The courts sentenced Foster for an adult rape and, thus, there was no stipulation that Foster stay away from children.

The death of Pedro (one of the Mexican brothers) was self-defence. Pedro came up behind Foster sitting on the factory's dock and was in the process of attempting to stab Foster. Foster, seeing Pedro's shadow, took a 2x4 piece of wood and killed him. The police discovered all this and did not charge Foster with a murder.

Stephen Hill (the Parole Officer) pointed out that Pedro had known Foster was attracted to little girls. Hill wanted Foster to change jobs to get away from children. Foster refused. Hill had no choice but to withdraw his demand.
