"intimidate child-adult relations are not inherently wrong."

They are.

If the child is "intimidated" (made "timid", "scared", "afraid", "frightened") by adult, it is wrong, absent a good reason to cause fear. And even a child who is in position to "intimidate" an adult ought to have sufficient concern for others to desist from causing fear in them.
