It's only explicitly illegal in Virginia, AFAIK. In other places, it isn't so much the legality, but the social acceptability. Like if a mother caught you French kissing her daughter she would most likely freak (probably assuming that more is going on), even though it's likely not illegal in and of itself. And if she did call the cops after seeing it, they would probably turn your place upside down trying to find anything incriminating on you and they might get a little "creative" in the process. So, to the best of my knowledge, a kiss in itself isn't outright illegal, but I would still advise against it.
