Hentai is Japanese style drawn or animated pornography. In general this is perfectly legal in the USA. But hentai involving child characters (often known as lolicon) gets into a gray area. They actually outlawed such media at one point only to have the law struck down as unconstitutional. Then a new law was passed that applies only when it's "obscene", and obscenity is a subjective thing. So ultimately only a jury can decide whether a particular image is legal or not. But the good news is the authorities basically seem to ignore in nearly all cases.
