As I'm sure the other responders have said, hentai is generally "anime porn." It comes from a Japanese word meaning "perverted." It is legal, yes. There are branches off of hentai that deal with minors known as "loli"(girls) and "shota"(boys). These branches are illegal in certain countries. In those countries that they are legal in, they are often frowned upon and frequently viewed as little different than actual child porn, despite the fact that they feature no actual children.
