Hentai is cartoon porn; drawn in a Manga / Anime style. Some is parody, a lot is original; most of what is on the internet is probably stand-alone and not whole stories. And it's rare to see on physical comic stores outside Japan.

Its legality status varies, but nowhere is it more regulated than is real action pornography. So, generally speaking, it's no less legal than real action pornography is where you live. (Including other laws on it, for example, that minors cannot buy it)

In particular, if it features minors (turning it into cartoon KP) it remains legal in the USA. However, that would be illegal in Canada, Britain and Australia.

In general, if you're in the USA (which you haven't said, but sounds like you are), that person is clear. But it makes it sound that that person is looking at cartoon KP if they had to insist on legality. Because "hentai" by itself just refers to the sexually explicit aspect, not to who features in it.
